Bob Woodward's new book about the Clinton White House, The Agenda, portrays an indecisive President with a volcanic temper and an economic team at war with his political advisers over deficit reduction in '93. So why are Clintonites relieved? Because the journalist of Watergate fame finished his account before staffers began brawling over health-care reform last fall: Hillary Rodham Clinton wanted a plan that economic advisers considered wildly extravagant. "The fight over health care was much worse than the budget," says one top Clinton adviser. "It got ugly."
