Washington Outlook: Capital Wrapup

POLITICS

President Clinton is caught between conflicting domestic political demands as he struggles with his Haiti policy. The White House fears that if he lets thousands of Haitian refugees into the country, it will hurt the reelection prospects of Florida's Democratic governor, Lawton Chiles, who keeps reminding the President of that fact. But the Congressional Black Caucus is pressuring the White House to grant asylum generously to fleeing Haitians. Clinton is counting on a Democratic governor in Florida for 1996 reelection, but he needs the Black Caucus to pass health-care reform.
