DISABILITY REFORM

The Clintonites are gearing up to revamp yet another ailing social program: Social Security disability insurance. This year, the program will cost the federal government over $20 billion, more than traditional welfare. But the disability system is woefully inefficient. It takes months for many disabled people to get benefits, while others who can work keep collecting for years. The Administration hopes to roll out a proposal next year to fix both problems.
