Spring is here--but it's still the dead of winter in the financial markets.

Overseas bourses performed poorly, and the U.S. equity and bond markets were

uninspired. Blue chips outpaced the broad market indexes. There was some

temporary cheer on Mar. 22, when the Federal Reserve said it would make a

slight boost in short-term interest rates. The Fed move, which was not as

severe as expected, temporarily boosted bond prices. But both bonds and stocks

declined on the following day.
