QUEBEC AGAIN?

Another divisive showdown on independence for Quebec seems to be in the cards. The latest signal: On Feb. 21, the separatist Parti Qu b cois won a provincial seat that had belonged to the ruling Liberal Party since 1956--the fifth straight by-election victory for the PQ. The odds now are that the PQ will win provincial elections that must be held by November. PQ leader Jacques Parizeau vows that if he gains control of Quebec, he will call a referendum on independence within "eight to 10 months." Quebec rejected independence in 1980, but separatist support has grown since then.
