U.S. stocks made little progress in the wake of the Fed's Feb.4 move to nudge

up short-term interest rates. Especially upsetting to the market was the

increase in the rate on 30-year Treasuries--which were supposed to emerge

unscathed from the tightening. But the all-important put-call ratio is

signaling a new assault on the Dow's 4000 level. Tokyo stocks fell as talks

between the U.S. and Japan broke down over excluding U.S. companies from

competing in the cellular phone market in Japan.
