The White House seems finally to have settled on Boston attorney Deval Patrick to be the head of the Justice Dept.'s Civil Rights Div. But the leading candidate to chair the Equal Employment Opportunity Commission, New York labor lawyer Ida Castro, is likely to be dumped. Opponents have objected to her lack of experience in handling employment-discrimination cases. The White House is looking for another Hispanic to take the job.
