THE CENSUS

Arguments over undercounts in the U.S. census would be a thing of the past if a National Research Council panel has its way. The experts have endorsed a Census Bureau scheme that would account for people who fail to mail back forms or are otherwise missed in the design of the population count. Rather than adjusting for the undercount of minorities and homeless people after the fact, the so-called one-number census would use statistical techniques to make sure that the count accurately reflects the population.
