KANTOR AND THE EC COOL OFF--HALFWAY

Crisis averted--sort of. U. S. Trade Representative Mickey Kantor announced on Apr. 21 that the U. S. will impose only partial trade sanctions against the 12-nation European Community for giving preferences to European companies bidding on EC government contracts. At the last minute, the two sides agreed on removing restrictions that the U. S. said had kept its companies from competing on an equal footing in Europe's market for electrical generating equipment. Negotiators failed to remove similar restrictions on telecommunications companies. So, about half of the $50 million worth of retaliation proposed by the Clinton Administration will go into effect.EDITED BY THANE PETERSON
