Labor skates will dominate the Clinton Administration's lobbying efforts. Jerry Klepner of the American Federation of State, County & Municipal Employees will be chief lobbyist for the Health & Human Services Dept. His counterpart at the Labor Dept. will be Service Employees International Union political director Geri Palast. Chief White House lobbyist Howard Paster represented the UAW for many years.
