RUSSIA

President Boris Yeltsin is having trouble giving up the old Soviet game in Cuba. The Russians recently initialed a new deal with the Castro regime that will likely boost flagging oil-for-sugar trade by 150%, to $1 billion, in 1993. While subsidies will supposedly be eliminated, Moscow will keep its eavesdropping facilities and its naval base on the island -- and pay rent for them.Edited by Stanley Reed
