Washington Outlook: Capital Wrapup

We won't know until the polls close whether the intense interest in this year's election will reverse a long trend of steadily declining voter participation. But hard evidence is reinforcing anecdotal impressions that voters are more excited than in any recent election. In Michigan, 89% of adults have registered. All told, 6.1 million Michiganders are eligible to vote on Nov. 3, up from 5.9 million in 1988. In Illinois, registration totals 6.7 million, up from 6.3 million four years ago. And in North Carolina, the registration tally of 3.8 million voters represents an 11.2% increase over 1988.Edited by Stephen H. Wildstrom
