IS THE U.S. FOOLISH TO PUT ITS CHIPS ON THE TABLE?

As a 20-year veteran supplier to the semiconductor industry, I must agree with the remarks of the anonymous House staffer quoted in "Talk about your dream team" (Information Processing, July 27). The IBM/Siemens/Toshiba team will most certainly leverage technology developed and fine-tuned at the government-funded Sematech laboratory. Will this alliance result in new factories and jobs in the U.S.? Somehow I doubt it. Taxpayer R&D funds should not be used to expand the technology portfolio of offshore competitors.
