A DUTCH TREAT FOR U.S. CARRIERS

The U.S. and the Netherlands announced on Sept. 4 that they had reached agreement to grant all U.S. airlines free access to Amsterdam and to give Dutch carrier KLM reciprocal rights to the U.S. While it appears that KLM got the better of the deal, the "open skies" pact gives American carriers assured landing rights in a central European site--and gives U.S. officials added leverage in their tough negotiations of bilateral air treaties with Bonn, London, and Paris.EDITED BY HARRIS COLLINGWOOD
