A brain drain could hinder Bush Administration efforts to negotiate trade deals with JapaN.J. Michael Farren, Commerce Under Secretary for international trade, has become the latest in a string of top Japan experts to depart government. Farren, a tough and experienced negotiator not much beloved of his Japanese counterparts, will join the Bush reelection team.
