Never mind leadership problems: The EC can't even decide what language to use. On Feb. 27, the EC court voided a Community ruling because it hadn't been signed in all nine official EC languages. The case highlights the difficulties of satisfying the myriad language demands of the 12-nation EC, whose membership may double this decade.
