While President Bush has canceled his Asian tour, Secretary of State James A. Baker III is making an important trip to China on Nov. 15-17. The goal: to keep deteriorating U. S.-Chinese relations from getting out of control. China is likely to try to placate the U. S. by signing the nuclear nonproliferation treaty and by releasing some dissidents. The Administration will probably slap China with sanctions for violating copyrights and patents, as part of a deal with Congress that would retain China's most-favored-nation trading privileges.EDITED BY STANLEY REED
