Washington Outlook: CAPITAL WRAPUP


Passed over again for the Supreme Court, Judge Edith H. Jones of the federal appeals court in Texas may still end up in Washington. Insiders are hinting that the former general counsel of the Texas GOP could be named Attorney General if Dick Thornburgh leaves. Jones has impressed Bush Administration officials and is backed by Secretary of State James A. Baker III. Jones once worked for his old Houston law firm. Thornburgh has said he'll run for the Senate from Pennsylvania, but his plans are on hold pending a ruling on the constitutionality of Pennsylvania's election law.
