Washington Mutlook: CAPITAL WRAPUP

A last-ditch effort by the networks has staved off an impending loss before the Federal Communications Commission. Rill asked the commission to hold off on the vote pending a review of the anticompetitive implications of the proposed rule change.EDITED BY STEPHEN H. WILDSTROM
