FANNIE ON THE HOT SEAT

First, cash-strapped District of Columbia asked Congress to lift the Federal National Mortgage Assn.'s local-tax exemption. Now, Boston-based activist Bruce Marks is launching a campaign to force Fannie Mae to handle more loans in low-income areas. A master at marshaling public opinion, Marks won low-income lending concessions from Fleet Financial Group Inc. last year. Image-conscious Fannie Mae says it "stands by its achievements in housing."
