CFTC Can’t Use Emergency Powers on Oil Speculators, Reuters Says

The Commodity Futures Trading Commission, the U.S. regulator, can’t currently use its emergency authority to impose trading restrictions on speculators in oil markets, Reuters reported, citing unidentified people familiar with a recent internal legal analysis.
