Petroleo Brasileiro SA (PETR4), Brazil’s state-run oil producer, is in talks to buy the Refinaria de Petroleos de Manguinhos SA refinery in Rio de Janeiro for at least 2 billion reais ($1.1 billion), Folha de S.Paulo reported, without saying how it got the information.

Petrobras and Manguinhos declined to comment, according to Folha.

Petrobras’s press office in Rio didn’t return a call and an e-mail from Bloomberg News seeking comment. Officials at Manguinhos couldn’t be reached.
