Former oil ministers from OPEC nations Algeria, Iraq, Libya and Nigeria established a group to offer advice on energy policy and business strategy.

Chakib Khelil from Algeria, Issam Chalabi from Iraq, Shokri Ghanem from Libya and Rilwanu Lukman from Nigeria said in an e- mailed statement that the association will be based in Vienna.
