Feb. 5 (Bloomberg) -- The decision by Russia and China to veto a United Nations resolution seeking to end bloodshed in Syria instead gave President Bashar al-Assad a “license to kill,” Qatar’s Minister of State for Foreign Affairs Khalid Al- Attiyah said.
“Yesterday was a sad day,” he told delegates today at a security conference in Munich. “This is exactly what we feared.”
