Dec. 20 (Bloomberg) -- Vodacom Group Ltd. and Cell C Pty Ltd. may not be able to expand their wireless broadband networks in South Africa next year because they don’t have enough black shareholders, Business Report said, citing Dina Pule, Minister of Communications.

Black ownership of more than 30 percent is required before South Africa’s telecommunications regulator will allocate additional bandwidth, the Johannesburg-based newspaper said, citing a government directive.
