Dec. 9 (Bloomberg) -- European Union President Herman Van Rompuy said an intergovernmental accord aimed to solve the debt crisis can be quickly approved. The deal was struck by EU leaders in talks that began yesterday and ran through the night. Van Rompuy spoke to reporters after the talks concluded.
