Oct. 5 (Bloomberg) -- Turkey needs a fiscal rule that regulates budget spending and the debt load, Umit Boyner, head of the Turkish Industrialists and Businessmen’s Association, the country’s biggest business group, said in a televised speech from Istanbul today.
