ECB’s Draghi Not Against Giving EFSF Bank Licence, Spiegel Says

Oct. 3 (Bloomberg) -- Incoming European Central Bank President Mario Draghi is not opposed to granting the euro area’s temporary rescue fund a banking licence, giving it access to the ECB’s refinancing operations, Der Spiegel reported without saying where it got the information.

Draghi’s Austrian colleague Ewald Nowotny and ECB Vice President Vitor Constancio are also in favor of the proposal, the paper edition of the weekly magazine published today said.
