Barroso Says EU Should Accelerate Start of Permanent Rescue Fund

Sept. 28 (Bloomberg) -- European Commission President Jose Barroso said the European Union should accelerate the start-up of its permanent bailout fund, the European Stability Mechanism. He spoke today to the European Parliament in Strasbourg, France.
