AFK Sistema (AFKS), Russian billionaire Vladimir Yevtushenkov's holding company, made an offer for the shares of Bank UralSib that it doesn't already own, the country's financial watchdog said.
The Federal Financial Markets Service asked Moscow-based Sistema to amend its proposal to comply with Russian regulations, the regulator said on its Web site today, without elaborating.
Sistema spokesman Kirill Semenov declined to comment.
