DEDUCTIONS FOR NON-ITEMIZERS
Some 86 million mostly lower- and middle-income taxpayers who don't itemize would be able to deduct up to $500 in charitable contributions

IRA ROLLOVERS
Older Americans could contribute assets of Individual Retirement Accounts to charities without incurring a tax liability

SAVINGS FOR THE POOR
A pilot plan would provide federal matching funds to 300,000 families to buy a first home, start a business, or pay for post-secondary education
