Doug Leeper

Doug Leeper owns the consulting firm Code Enforcement Solutions. He has served as code enforcement manager for the California cities of San Bernardino and Riverside and has supervised the enforcement of 30,000 cases, 1,100 warranted abatements, and 275 warranted demolitions. He wrote the Pro-Active Code Enforcement training program and presented it at the 2005 National Edu-Code Conference. Other conferences at which he's appeared as a speaker or panelist include those of the Mortgage Bankers Assn., the California Mortgage Bankers Assn., the U.S. Foreclosure Network, the Real Estate Owned Managers Assn. of California, and the California Escrow Officers Assn. He now serves as code enforcement manager for the city of Chula Vista, Calif.
