News Summary: Postal body OKs 'junk mail' discount

CHEAPER JUNK MAIL: The government body that oversees the U.S. Postal Service has approved a plan to cut postage rates for Valassis Communications, one of the nation's biggest mailers of ad flyers and other "junk mail."

REVENUE BOOST: The Postal Regulatory Commission approved the plan to boost use of the mail, saying it could add up to $15 million to the U.S. Postal Service over three years.

APPEAL COMING: The Newspaper Association of America said it would immediately appeal the decision in court. The NAA says the discount will lure away advertisers who pay for inserts in Sunday newspapers, jeopardizing $1 billion in annual ad revenue.
