The Shaky Road to Europe's Mobile Net 1999-2000 Wireless Access Protocol: Would-be mobile Web surfers had to place call for access to slow-as-molasses service. Only a core of true believers stuck with it. And the WAP failure poisoned investors on the mobile Web. 2001 General Packet Relay System: Known as 2.5 generation, this system will offer always-on services. Telcos are counting on GPRS to turn around the WAP debacle. One trouble: Handsets could be in short supply. 2002 3G System will cost a staggering $225 billion, more than half in license fees. Phone companies will be trying to recoup costs with simple services that work, like e-mail and e-commerce.
