The Bush Agenda TAXES Bush wants to cut taxes by $1.3 trillion over nine years, including rate cuts and new individual tax credits. SOCIAL SECURITY Bush would let workers divert roughly 16% of the payroll tax into private accounts, which they could then invest in stocks or bonds. EDUCATION Bush would allow states to experiment with school programs and provide voucher-like tax credits for parents whose kids go to private K-12 schools. DEFENSE Bush would increase defense spending, especially for research and salaries.
