Earned a master's degree in international economic law from Britain's University of Warwick. Wrote his thesis on financial regulation under the North American Free Trade Agreement.

CAREER
Worked his way up through the Secretariat of Finance & Public Credit, starting as a legal adviser in 1991. Was appointed executive secretary of the Bank Savings Protection Institute in May, charged with reducing the cost of Mexico's $93 billion bank bailout and getting banks to start lending again.

PERSONAL
Married; three children. Enjoys reading, listening to opera, and walking his dogs.
