GartnerGroup assesses how well countries may be able to cope with Y2K. A 
Category 1 country, such as the U.S., may experience minor electric power 
outages and moderate interruptions of government services, among other events. 
Countries in Category 4, the worst, may see severe power losses and government 
shutdowns.
