DEPUTY PRIME MINISTER Lee Hsien Loong, known as B.G. Lee, has come into his own as economic policy boss, one of the most critical jobs in a recession. The 47-year-old son of Singapore founder Lee Kuan Yew is using his political clout as heir apparent to push through big reforms. As a result, the economy is expected to grow 3% this year. Says Lee: ''We must convince Singaporeans that they have reasons for confidence--in Singapore, in their leaders, in themselves.'' His latest coup: a restructuring that opened banking to foreign competition.
