Multinationals and the MSC MICROSOFT Announced plans in 1996 to make the MSC its Southeast Asia regional headquarters. Now only 15 people work there, compared with 160 in Singapore. SUN MICROSYSTEMS Built a training center for Java programmers. It will train 1,000 students a year in Malaysia, vs. 6,500 in Singapore. ERNST & YOUNG Proposed a regional technology center in the MSC. Plans have been scrapped for now. ORACLE Was to build a telecom center. Now it's figuring out what to do instead. IBM Shelved plans to apply to set up in the MSC last year, but is reconsidering this year. NTT The only foreign shareholder in the government corporation developing the MSC, it is opening a new lab. LUCENT With 380 people, it has a large presence at its research lab in the Petronas Twin Towers.
