Someone Left 'Arrogant' out of Microsoft's Spell-Checker In ''The mother of all software projects'' (Special Report, Feb. 22), you quote Microsoft Corp. project manager Brian Valentine as saying that Windows 2000 is ''the most important project in the history of mankind.'' More important than the Constitution? The invasion of Normandy? The race to keep Hitler from developing nuclear weapons before the Allies could? The complete eradication of smallpox? I'd rank a newer operating system, even one that might actually work right, somewhere between the catalytic converter and Rogaine. Looks like somebody left the word ''arrogant'' out of Microsoft's spell-check.
