Penalize Clinton--with Early Departure from Office
To avoid ''impeachment gridlock,'' we need a Presidential plea bargain (''Bad for Business?'' News: Analysis & Commentary, Jan. 11). The only real issue is negotiating a fair but meaningful penalty. (A fine makes no sense.)

I'm sure that President Clinton and the Democrats would agree to a Congressional rebuke and an early departure from the office of President--of a day, a week, a month, or even more. The Republicans, including an offer of amnesty from follow-on prosecution, would probably want the departure to be six or nine months early. We the people would probably accept anything in between as fair--and it would allow the country to start moving forward again. Let the negotiations begin!
