REWARD WORKERS FOR FINDING 'BUGS,' AND THEY'LL FIND PLENTY

I was surprised to learn Boeing Co. managers aren't better students of technology history (''O.K., think--where is that wrench?,'' Up Front, Nov. 16). Rewarding workers for discovering foreign-object debris reminds me of the days when software development was just starting to mature. Managers started to reward programmers for discovering ''bugs'' in computer programs. Sure, the bug-discovery rate increased, but so did the bug-creation rate.
