The mutual distrust that ran between Argentina and Brazil for centuries has turned to close cooperation. Trade flows freely across the border, and a common diplomatic front gives them formidable clout. Much of the credit belongs to Jorge Campbell, Argentina's Secretary of International Economic Relations, and to Mercosur, the customs union he helped create.

The marathon 1994 talks that brought the two nations together were ''an enormous effort,'' says Campbell. His strategy in negotiations is ''to remain balanced and never get upset''--a skill he hones by practicing Tai Chi Chuan.

Campbell, 49, is also unruffled by Brazil's imposition of a series of nontariff barriers. If such short-term steps are needed to bolster Brazil's economy on the road to Mercosur integration, Campbell says, ''that seems fair to me.''
