STARR SHOULD UNDERSTAND: MALES ARE PROMISCUOUS (int'l edition)

While you end up with some appropriate observations and conclusions, the first paragraph of this editorial is wrong (''The shame of President Clinton,'' Editorials, Sept. 28). Before using such emotive words as ''reckless'' and ''mendacious,'' and concluding that there is a legitimate debate and that any action must be contemplated, it would be good to put things in perspective.

Numerous well-documented social studies have established that the human male is promiscuous. The evolutionists among us accept that this is part of our anthropoid inheritance, and what's more, that dominant males are the most promiscuous. At the same time, for social and evolutionary reasons, we have moral strictures against promiscuity. This conflict, which could tear apart a society, is normally resolved by turning a blind eye in the best case, and by lying when necessary. Countless otherwise totally honest men (including members of the Christian Coalition) cheat on their marriage vows and lie about it. Regardless of our wishes, this is the reality of how society operates.

Ken Starr was not appointed to hound a President out of office. He was appointed to investigate Whitewater. He has irresponsibly extended his investigation beyond any rational limits in terms of scope, time, and expense, and so far he has proved nothing. What he has done is foolishly and maliciously painted the President into a corner where sexual peccadillo becomes scandal and lying is as close as dammit to perjury.

Similarly, the Republicans, who were not elected to destroy our President, are now recklessly conducting a trial by media, without due process, and in total defiance of our ideals of justice. This is an example for the world of American democracy in action, unprecedented in history and surely undesirable in effect.

The result of all this is that the President is handicapped in fulfilling his office, American effectiveness is diminished on the world stage, and America is made to look foolish in the eyes of most people, even those who admire her greatly.

The grounds for impeachment cover sedition, treachery, and high crimes and misdemeanors--the latter interpreted as actions against the country and the democratic institutions thereof. Clinton's actions simply don't apply.
