Wanted: One Smart Balancing Act

The Clinton Administration wants to hook up CEOs and couch potatoes alike to an Electronic Superhighway of information and services. But this will present formidable challenges for government policy:


NURTURING NEW       Messages and data won't flow seamlessly unless
TECHNOLOGY          government and industry set common standards.                    
                    But those can't be too rigid, or the technology will 
                    rapidly become obsolete.
                    
DEREGULATING THE    Increased competition must be allowed among cable, 
MARKETPLACE         phone, and computer companies if the superhighway 
                    is to be built. Too much deregulation, how
                    ever, might give one segment unfair advantage.
                    
ENSURING            Left to itself, the market may create 
UNIVERSAL ACCESS    an ``information underclass.'' Uncle Sam has to make sure 
                    everyone has access to ``essential'' services.
                    
BALANCING           Washington wants to keep data safe from criminals, 
PRIVACY AND         or from abuse by government snoops, while
LAW ENFORCEMENT     allowing enforcers to tap in when necessary.
