WE CAN'T BE SURE ADOPTION STORIES HAVE HAPPY ENDINGS''From Russia with red tape,'' (Personal Business, May 18) says that, for most adoptions from Russia and Eastern European countries, ''a happy outcome is more typical'' than the usual negative media reports. In reality, there is no consistent research on the outcome of such adoptions. Children are dispersed throughout the U.S. and other countries, and there's no mechanism for follow-up. The survey by the Cradle of Hope Adoption Center lacks objectivity because the agency is following up on its own adoptions.
