Web Sites of the New Communities

Info tech is starting to reach some long-neglected corners of America. Here are some sites that tell their stories:

The Telecommunications & Information Infrastructure Assistance Program (TIIAP)
This Commerce Dept. program funds hundreds of Internet projects managed by minority and low-income groups across the U.S. This site contains a fascinating sampler of project Web pages, but sadly, no hotlinks.

The Alliance for Public Technology
An educational umbrella group in Washington, D.C., that disseminates info technology to inner-city groups and rural poor, and to people with disabilities, the elderly, and others who are not well served by commercial concerns.

Charlotte's Web
A sprawling community network serving the Carolinas. This site encompasses some 15,000 Web pages, including some excellent Native American material. From the home page, click on "Neighbors/Communities" and follow the signs.

Plugged In
This site was developed by folks in East Palo Alto, Calif., a low-income neighborhood of Silicon Valley that is blossoming, thanks to local creativity, cool technology, and help from the Valley's giants.

Make Healthy MUSIC
An early effort funded by TIIAP, this project forged electronic bonds among inner-city families in Newark, N.J., and their community schools, hospitals, colleges, and government offices. The site has not been kept up well, but it contains some very moving images and presentations.
