By weighing both the number of important startups and the growth of new companies, Cognetics in Cambridge, Mass., created an index that ranks the top 50 metro areas on their entrepreneurial success. The steep declines, says Cognetics President David Birch, usually stem from some major local setback--computer maker woes around Boston, for instance, or defense cutbacks in San Diego.
