WILLIAM E.B. SIART of First Interstate Bancorp is such a good manager he's about to lose his job. As bank president since 1990 and CEO since January, Siart, 48, helped turn the lender around, raising shareholder return on equity from a dismal -10% in 1991 to 26% last quarter. Now, Wells Fargo and First Bank System are vying for Siart's bank.
